Summary: In summary, the overall suggestion is the creation of a new agency focused on the broader goal of achieving business innovation by promotion and support, which would include in its mandate the administration of SR&ED (and logically also of NRC's IRAP program, whose goals overlap those of SR&ED). The agency could involve at least 3 major tools:

  1. IRAP grants – for project initialization (still at 50% to preserve significant skin-in-the-game).
  2. SR&ED refundable tax credits (to encourage continuation of the innovation).
  3. Commercialization Loans (using a forgivable loan repaid out of revenues, with ties to support programs for marketing abroad).
