Summary: Although the Federal Government has some excellent Research & Development funding programs, many of these programs are not as effective as they could be. Some primary issues relate to the timeliness of claims approval (e.g. SR&ED credits) and restrictions on eligibility (e.g. IRAP). Other issues are associated with the lack of transparency related to project evaluation. In the case of NSERC Strategic and Collaborative Research and Development programs, the limitation of grants to the university portion of the research is an impediment to development of highly innovative and applied collaborations.
