Summary: R&D is an essential aspect of business; especially for start up companies. The primary issue is the Risks related to funding a start up; Canadians are typically Risk Averse. Government funding can help start ups by reducing the risk for investors, providing cash, being the lead customer, or providing services. The major issue with government support is moral hazard; many of the programs can and are abused, with money being siphoned off for non-R&D uses. The two major changes I would like to see are Investor Tax Credits for R&D purposes and the creation of "incubation" offices. Tax Credits are effective for raising money. Office space is essential for the first two years of a business, the make or break period.
