Summary: The aerospace industry possesses a number of unique characteristics (scale, cost, technological, and scheduling risks) that require governments to play a constructive role in providing R&D funding support – compliant with international rules – to their domestic aerospace industries. We suggest that the government should continue its excellent support to university research, internship programs and its support to Launched Programs through SADI. In addition, we advocate better support for the NRC/ Institute for Aerospace Research and the support for Green Aircraft Technology Demonstration collaborative programs. We also indicate improvements in IP rules and tax credits for research which should make businesses more innovative. We propose expanding to Canada a number of successful initiatives already implemented in Québec.
