Summary: The global economy has evolved significantly since the creation of the SR&ED Program. Today we see greater dispersion of operations by multi-national companies around the world and highly competitive programs by governments to create mutual benefits for both the private and public sectors. Within this environment, the SR&ED Program currently appears to not value the potential contributions of highly-intensive R&D companies or branch offices of foreign companies. The Panel is encourage to explore how the SR&ED Program should evolve its provisions for refundability, perhaps balanced by a reduction in the allowable percentage of credit or scope of eligible expenditures, and conditioned on re-investment of the refunded proceeds in the Canadian economy.
